Seminar on Chemicals Management Policies in China, Japan and Korea
(8 November 2007)

Utilizing the occasion of the "the First Tripartite Policy Dialogue on Chemicals Management in China, Japan and Korea," the Network for Strategic Response on International Chemical Management convened the "Seminar on Chemicals Management Policies in China, Japan and Korea" on November 8, 2007 targeting people interested in chemicals management in Japan, China and South Korea. 101 people participated in the seminar. At the beginning of the seminar, the Secretariat of the Network for Strategic Response on International Chemical Management briefed the background to the seminar and introduced information which is provided by the Network. Then, Mr. Ogihara, the Manager/Senior Researcher at the Institute for Global Environmental Strategies (IGES), gave a summary of the results of the Workshop (WS) on Chemicals Management in the People's Republic of China, Japan and Republic of Korea which was held right before the seminar. The report was followed by the presentations on the main subject of this seminar, i.e. chemicals management in Japan, China and South Korea. Working-level officials responsible for chemicals management from government agencies equivalent to the Ministry of the Environment in Japan, China and South Korea (see below for details) made presentations on the current situation for chemicals management in each country, including the latest data.

The Q & A session was conducted after the presentations. Regarding chemicals management in China, the content was confirmed directly and ideas were exchanged between the participants and the official from China on the New Chemical Substance Notification system, the approach to ecotoxicology testing, the measures taken by businesses on E-waste, etc. Regarding chemicals management in South Korea, participants and the official from South Korea exchanged their ideas actively on interpretations and the future trends of the Globally Harmonised System (GHS), Toxic Chemicals Control Act (TCCA), etc.

In this seminar, it appears that exchanges of opinions were conducted efficiently because, in addition to the questions asked by the audience on the day, questions were invited beforehand and the Chinese official and the Korean official were asked to prepare answers prior to the seminar, in order to cope with limited seminar time. Some parts of the seminars might have been difficult to understand because the entire program was conducted in English. The Network for Strategic Response on International Chemical Management will continuously support the improvements in the understanding of the involved Japanese parties in international chemical management systems and the improvements in their ability to respond to the international chemical management systems, by actively organizing opportunities for dialogues and exchanges, such as this type of seminar. The Network also hopes to continuously support the efforts to improve the mutual understanding between the interested parties in Japan and countries overseas towards further harmonization, through these activities.

Tripartite Policy Dialogue on Chemicals Management in China, Japan and Korea
(7-9 November 2007)

Tripartite Policy Dialogue on Chemicals Management in China, Japan and Korea which was organized by Japan Ministry of the Environment, was held from November 7th to 9th, 2007 in Tokyo, Japan. The workshop segment of the Dialogue was held on the first two days with participation of more than 30 experts from government, academia and industry in China, Japan, Korea, and the United States (only as observers). In the workshop, participants actively discussed and recognized such common understandings that the three countries should take actions to facilitate the harmonious implementation of GHS (Globally Harmonized System of Classification and Labelling of Chemicals).

On the last day, a government officials meeting was held between the three countries. In the meeting the officials agreed upon several principles and forms of future co-operation in chemicals management, and that future policy dialogue should be held in the three countries on an annual basis in a rotating manner. The next meeting will be held in Korea.

The outcome from this policy dialogue was reported to the 9th Tripartite Environmental Ministers Meeting (TEMM9) held in Toyama, Japan in December 2007. At the Joint Communique, the three Ministers welcomed the progress of information exchange on chemicals management among Japan, China and Korea.

8.   …Also, the Ministers welcomed the progress of information exchange on chemicals management as well as the outcome of the Tripartite Policy Dialogue on Chemicals Management among China, Japan and Korea held in Tokyo in November 2007. They recommended exploring of areas of further co-operation and harmonization in chemicals management through this dialogue, including responses to the Globally Harmonized System for Classification and Labelling of Chemicals (GHS), and information sharing on chemicals used in products.
